Is it permissible to lie to the Canadian government to reinstate child benefits, and is it permissible to return to Canada to live there?

Lying is forbidden (haram), so it is not permissible to lie in order to circumvent the conditions for salary disbursement, based on the Prophet's (peace be upon him) saying: "Whoever cheats is not from me." Furthermore, acquiring the nationality of non-Muslims is not permissible except out of necessity. Moreover, emigration to the lands of disbelievers is disliked for whoever is able to observe the rituals of their religion and forbidden for whoever is unable to do so.
