What is the ruling on a husband who neglects his wife and children emotionally, and does not show them affection and love through kind words or tender touches, despite his commitment to work and prayer in the mosque?

A religious woman is advised to be patient with her husband and to supplicate for his rectification, to counsel him gently, to try and connect him with righteous people, and to take the initiative to attract her husband and bring joy to his heart. If nothing changes after that, she should fulfill her duties towards him out of obedience to her Lord and preserve her family for the sake of her children.

As for the husband, he is advised to fear Allah in the trust of his wife and children, and not to be a cause for their deviation due to his ill-treatment. He should treat his wife and children kindly with affection and financial support, give his wife her full rights, and be protective of his family.
