Is it haram to rent out a fully equipped commercial store (grocery) to another person after obtaining the licenses and paying the fees, on the grounds that it violates regulations?

Renting out a shop with its decorations and equipment is permissible in principle. However, it is problematic due to its contravention of the regulations set forth by the ruler (wali al-amr) for the benefit of the country and its people. The ruler is permitted to restrict the permissible for a public interest, so these regulations should not be violated as long as they serve the country's benefit.
