Is a man's exposing his 'awrah to another man considered an act of sodomy?

A man merely uncovering his nakedness in front of another man is not considered sodomy. However, it is a forbidden act that must be abandoned, due to the Prophet (peace be upon him) saying: "Guard your nakedness except from your wife or what your right hand possesses." Similarly, it is forbidden to look at one's nakedness, and one must lower their gaze from it, due to Allah Almighty's saying: "Tell the believing men to lower their gaze and guard their private parts."
