Is it true that reciting Surat Al-Baqarah for 40 consecutive nights in the same place results in angels being subjugated to a person, and if so, how can it be recited during menstruation?

There is no evidence for reading Surat al-Baqarah a specific number of times; this would be an additional innovation (bid'ah). It should be read without specifying a number, for it expels devils from the house in which it is recited. A menstruating woman is permitted to read the Qur'an without touching the Mushaf (definition).
