Is zakat obligatory on jewelry if its value falls below the nisab three months before the hawl, and then it increases again thereafter?

If jewelry reaches the (threshold) and a full year (hawl) passes over it, becomes obligatory. It is a condition that a person owns the zakat-liable wealth for a full year. If the nisab decreases during the year, a new year is started.
If the jewelry falls below the nisab, even by a slight amount, the hawl is interrupted, and a new hawl begins to be calculated from the moment it reaches the nisab again. This is the view of the majority of scholars.
Imam Malik, however, holds that a slight decrease does not affect the obligation of zakat.
It is preferable to pay zakat to avoid the scholarly disagreement.
