Does reading in the order of nazaa'ir (pairs) that came from the Prophet, peace and blessings be upon him, such as "At-Tur and Adh-Dhariyat in one rak'ah," mean reading "At-Tur" before "Adh-Dhariyat," even though "Adh-Dhariyat" precedes it in the order of the Mushaf?

The Hadith narrated by Abu Dawud and authenticated by Al-Albani, which mentions the Prophet's (peace be upon him) recitation of similar surahs, does not contradict the current arrangement of the Mushaf (Qur'an), because the arrangement of the surahs had not been finalized during the Prophet's (peace be upon him) time. Rather, the Companions exerted their independent reasoning after his death to arrange the Mushaf, and their Mushafs differed in arrangement, such as the Mushaf of Ibn Mas'ud and the Mushaf of Ali.

Scholars have differed on whether the arrangement of the Uthmanic Mushaf was divinely ordained (tawqifi) by the Prophet (peace be upon him) or a result of the Companions' independent reasoning (ijtihad). However, the preponderant opinion is that it was divinely ordained.

Whether the arrangement was divinely ordained or a result of independent reasoning, the Sunnah is for the worshipper to recite according to the common and established Uthmanic arrangement. If one recites in reverse order, their prayer is valid, but their action is contrary to what is better.

For those who wish to apply the Sunnah of reciting similar surahs, they should combine the surahs while adhering to the arrangement of the Uthmanic Mushaf, by reciting the surah that comes first in the Mushaf, followed by the surah that comes after it.
