What is the ruling of Islamic law on dealing with a brother who damages household furniture and screams at his mother, and is it permissible to report him to the authorities?

If oppression and aggression reach an unbearable limit, it is first advisable to resort to wise and religious individuals from the family to restrain the oppressor. If this does not stop them, then the matter should be elevated to the responsible authorities. This is not severing ties of kinship; rather, severing ties of kinship is what the oppressor does. Allah Almighty does not like the public utterance of evil, except by one who has been wronged, and it is permissible for the wronged person to complain about their oppressor.

Forgiveness is recommended, but sometimes abstaining from it may be better if there is a need to restrain injustice and stop harm. Allah Almighty says: "Then whoever commits aggression against you, aggress against him in like measure as he aggressed against you." And in praise of the believers: "And those who, when tyranny strikes them, they defend themselves." And sometimes, seeking retribution from an openly immoral oppressor may be better, so that the wicked do not dare to commit further transgressions.
