And is it permissible for a Muslim woman to look at women on beaches who are wearing swimwear that exposes part of the area between the navel and the knee and covers very little?
It is not permissible for a woman to wear pants or swimwear in front of women or men. Whoever does so commits a forbidden act and deserves curses and punishment, for the Prophet, peace and blessings be upon him, said: "Two types of people among the dwellers of Hell I have not seen… and women who are clothed yet naked… Curse them, for they are accursed." Pants describe the details of the body, and this falls under the category of those who are clothed yet naked. Such a person must be condemned, warned, and called to repentance. Likewise, it is not permissible to look at a woman in her naked attire, for the Prophet, peace and blessings be upon him, said: "A man must not look at the awrah (private parts) of another man, and a woman must not look at the awrah of another woman." This prohibition is by consensus, with the exception of spouses, as Allah the Almighty says: "And those who guard their private parts (5) Except from their wives or those their right hands possess, for indeed, they are not to be blamed."
