What is the ruling on conversing with women?

It is permissible for a man to address a woman, or a woman to address a man, when there is a need, as evidenced by the Quran, Sunnah, and the biographies of the Companions, such as the story of Khawla bint Tha'labah, the woman who offered herself to the Prophet, peace and blessings be upon him, and the story of Subai'ah Al-Aslamiyah.

However, there are regulations for this address: 1. The woman should not soften her speech in a way that incites temptation in the heart of the man, based on the Almighty's saying: ﴿فَلَا تَخْضَعْنَ بِالْقَوْلِ فَيَطْمَعَ الَّذِي فِي قَلْبِهِ مَرَضٌ﴾ [Therefore, do not be soft in speech [to men], lest he in whose heart is disease should covet]. 2. Neither party should find pleasure in the voice of the other, as this is forbidden. 3. Security from temptation: If either party fears temptation for themselves, listening and speaking become forbidden.
