Is it permissible for a teacher who faces difficulty performing ablution (wudu') after the Fajr adhan due to time constraints, continuous discharge, and istihadah (non-menstrual vaginal bleeding) to perform ablution at home before the Fajr adhan?
Continuous discharge places the individual in the category of one who experiences a perpetual state of ritual impurity ( da'im). If the discharge stops for a period sufficient for prayer, then they must delay the prayer until that time.
As for someone whose state of ritual impurity is continuous, they should perform ablution (wudu') for each prayer after its time has begun. This is the view of the majority of scholars. If performing ablution before the time of prayer is difficult, there is no harm in performing ablution just before the Fajr when preparing to leave (for prayer), and this is the view of some scholars. Imam Malik even held the opinion that in this situation, ablution is recommended (mustahabb) rather than obligatory (). Sheikh Al-Islam Ibn Taymiyyah chose this opinion. This respected difference of opinion permits ease and the removal of hardship when difficulty arises.
