Is the presence of women in marketplaces a deterrent to going there, or is what is required to live a normal life while lowering one's gaze?

The people of knowledge have stipulated the obligation to avoid places of evil for those who cannot change them. And whoever is unable to change an evil, it is incumbent upon him to leave. If there is an innovator speaking with his innovation, it is not permissible to attend except for one who can refute him. If he does not speak, attendance is permissible while showing disapproval of him. If there is someone who amuses with obscenity and lies, attendance is not permissible, and denunciation is obligatory. Sheikh Ibn Uthaymeen mentioned that amusement places that contain evils are not permissible to attend except for one who can remove the evils. And with the prevalence of evils almost everywhere, people cannot be prevented from going out, but one should take routes and places where evils are fewer, while adhering to lowering the gaze, enjoining good, and forbidding evil as much as possible.
