Did Sheikh Al-Qaradawi issue a fatwa permitting taking out a bank loan to buy a house in the case of not owning one and paying rent?

We have previously clarified the ruling on purchasing a house through a usurious loan in Fatwa No. 31037 and Fatwa No. 33095. There, we stated the prohibition of this act, based on the hadith narrated by Jabir (may Allah be pleased with him), who said: "The Messenger of Allah (peace and blessings of Allah be upon him) cursed the one who consumes Riba (usury), the one who pays it, the one who writes it down, and the two witnesses to it." (Reported by Muslim). As for the fatwa attributed to the Shaykh, we have no knowledge of it.
