Is it permissible to write an application for a license to consume alcohol, knowing that refraining from doing so would require another person to complete the application by filling in the data?

It is not permissible for a Muslim to write a request for permission for another Muslim to drink alcohol, nor to assist or participate in such an act. As for non-Muslims who consider alcohol lawful in their religion, there is more latitude if this is within the limits of a license that restricts, rather than expands, the use of intoxicants, and is merely an allowance for what they are permitted to uphold. Ibn Al-Qayyim mentioned the permissibility of taking the price of alcohol and pork from a Dhimmi (non-Muslim under Muslim rule) as jizyah or kharaj, because these are among their possessions that they are permitted to own. This differs from a Muslim carrying, buying, or selling alcohol to them, which is not permissible.
