What is the ruling on writing a letter to officials in order to obtain a license for selling and purchasing alcoholic beverages?

Alcohol is forbidden, and calling it "spirits" does not change its ruling. The prohibition of alcohol is not limited to the one who drinks it, but also includes everyone who assists in its consumption, according to the Hadith (definition): "Allah has cursed alcohol, its drinker, its server, its seller, its buyer, its presser, the one for whom it is pressed, its carrier, and the one to whom it is carried." Writing a letter concerning it is aiding in sin, which is forbidden as Allah the Almighty says: "And do not cooperate in sin and aggression." Therefore, one must abandon that and repent to Allah.
