What is Islam's position on making vows and sacrificing animals in holy places without mentioning the name of Allah?

Whoever vows obedience to Allah must fulfill it, and whoever vows disobedience to Him must not carry it out and must offer an expiation for breaking an oath. Reward and sin are amplified in holy places like Makkah. As for vows and slaughtering at the graves of saints and righteous individuals: if the vow is made to the occupant of the grave, it is polytheism that expels one from the faith. If it is made to Allah but in these places for the sake of blessing, it is an innovation.

Regarding an animal slaughtered without mentioning the name of Allah: - If it was dedicated to other than Allah, it is impermissible to eat from it, as Allah Almighty says: (Prohibited to you are dead animals, blood, the flesh of swine, and that which has been dedicated to other than Allah). - If it was not dedicated to other than Allah: - If the mention of Allah's name was omitted due to forgetfulness, it is permissible to eat from it. - If the mention of Allah's name was omitted intentionally, the majority of scholars hold that it is impermissible to eat from it, as Allah Almighty says: (And do not eat of that upon which the name of Allah has not been mentioned, for indeed, that is grave disobedience).
