Is it permissible, from a Sharia perspective, for a group of young people to remain in an endowment (waqf) affiliated with a mosque, engaging in activities that are inconsistent with the endowment's purpose, such as staying up late, eating, drinking, and using television? And what are the permissible activities that the mosque committee can undertake if this endowment were to revert to them, such as converting it into a library or a public service office?

It is not permissible for young people to seize the waqf (endowment) and exploit it for amusement, play, smoking, and watching satellite channels. This is an unlawful transgression against the waqf and a squandering of its funds. The waqf may only be used for what the endower specified. Young people must vacate the waqf and return it to the mosque committee. The committee must then use it for the purpose for which it was endowed, or, for example, as a "public library," provided this does not contradict the endower's condition and intention. Exalting the sacred rites and symbols of Allah necessitates refraining from such reprehensible acts.
