Is the statement that Allah only urges good, and that urging, instigating, and disturbing for the purpose of committing evil cannot be attributed to Him, correct?

There is no contradiction between what the questioner conveyed and what was mentioned previously. The phrase "urging" is a general term. If it is meant that Allah does not love that (action) legally, then it is correct. But if it is meant that He does not create it as a preordained destiny, then it is incorrect. One must refrain from speaking about Allah using general terms not found in the texts, whether in negation or affirmation. For terms not mentioned in the Qur'an and Sunnah, and upon which the Salaf did not agree, their intended meaning must be clarified. What conforms to the Messenger's teaching is affirmed, and what contradicts it is rejected, and its meaning must be explained.
