What is the ruling on supplicating for the guidance of oppressors, transgressors, and disbelievers, and if they are not guided, that Allah may seize them with the seizing of an All-Mighty, All-Capable One? Is this supplication permissible?

This is not an act of choosing, rather it is a plea to Allah for their guidance and entrusting the matter of their guidance to His will. If they are guided, then praise be to Allah. But if they are not guided, then Allah will protect us from their evil by punishing them for their wrongdoing and purifying the earth from them. This is a permissible supplication.
