The foam that goes away like scum in the noble verse is a similitude for falsehood that vanishes, and the water that benefits people and remains on the earth is a similitude for truth that endures. Similarly, the dross of metals is a similitude for falsehood, and their pure essence is a similitude for truth. Thus, the believer and their creed are like the beneficial water, and the disbeliever and their disbelief are like the useless foam.
