If the giver of does not find the required age of camels for zakat, it is permissible for him to give a different age, either paying the difference as compensation or taking it. So, if "bint labun" is due from him, but he does not find it, and he has "bint makhad," he should give "bint makhad" and add two sheep or their value. However, if he has a "hiqqa" (which is older than bint labun), he should give it and take two sheep or their value from the collector. This compensation is specific to camels only. It is also permissible for the zakat giver to purchase the required age and give it.
