If the exploited wealth is public property belonging to the state, then it is impermissible, as it constitutes an encroachment on public funds. However, if it is land that the beneficiary has revived, and the state has not explicitly prohibited its revival, then there is no issue. In the event that his exploitation of the wealth is legitimate, then is due on it, and it should be disbursed to those entitled to it, as mentioned in At- (verse 60). An unemployed young man who is capable of earning a living is not given from zakat, unless he is working but his income does not meet his needs, or he cannot find work, in which case he may be given for marriage without extravagance.
