The answer

Indeed, abstaining from fasting on the days of Tashreeq has been established, except for the Hajj pilgrim performing Tamattu' (combining ' and Hajj) and the Qarin (combining Hajj and 'Umrah) if they cannot find the sacrificial animal (hady). This is based on the Prophet’s (peace be upon him) saying: "The days of Tashreeq are days of eating and drinking," and Ibn 'Umar’s statement: "Fasting on the days of Tashreeq was not permitted except for those who could not find the hady." Therefore, it is not permissible to make up for missed fasts on these days.
