This is based on the Prophet’s (peace be upon him) saying: "The days of Tashreeq are days of eating and drinking," and Ibn 'Umar’s statement: "Fasting on the days of Tashreeq was not permitted except for those who could not find the hady." Therefore, it is not permissible to make up for missed fasts on these days.
