Is tap water purifying, and is it permissible to perform ablution with it if it turns yellow?

Tap water is pure (tahoor), so long as none of its characteristics have changed due to substances that affect its purity, such as oils and soap. However, if it changes due to prolonged stagnation, or solidified mud in tanks, or rust from pipes, then this does not harm it, and it remains pure and purifying.
