There is no one who is undeserving of being invited to Islam, except for those whose disbelief has been confirmed, such as the people of Noah after Allah revealed to His prophet that they would not believe, or those who deserved punishment, such as the people of Lot after the angels descended to destroy them. However, this cannot be determined after the cessation of prophethood. No matter how extreme a person's disbelief and transgression, they must be invited to Allah's religion with gentleness, just as Allah commanded Moses and Aaron to invite Pharaoh. Allah may forgive some disbelievers if they repent and turn to Him, as happened with some mockers during the time of the Prophet, peace be upon him. Many of those who fought Islam later embraced it, for hearts are in the hand of Allah; He turns them as He wills. Therefore, a Muslim should clarify the truth and invite any person they can to their religion.
