Is a content creator who provides permissible technical explanations, such as how to open a Twitter account or use Photoshop, sinful if these explanations are later used for disobedience to Allah?

Publishing explanations of electronic programs and similar content is permissible. The sin of anyone who uses them for disobedience falls upon that individual, as long as the publisher is unaware of the user's intentions.
