Is ill-will considered among the heart's actions for which one is not held accountable?

The occurrence of a fleeting thought in the heart does not incriminate its owner. However, the heart's inclination towards entertaining ill-conjecture about a righteous Muslim without evidence is forbidden. And whoever experiences such a thought must repel it, lest it transform into ill-conjecture for which he will be held accountable.
