What is the ruling on retrieving a driving license by offering a gift to the one who helped in that, knowing that he did not accept the gift?

If the license was confiscated for a legitimate traffic violation, it is not permissible to help the offender evade punishment, because laws are enacted for the public good, and a fine is considered a legitimate financial penalty by order of the ruler. However, if it was confiscated unjustly and oppressively, there is no objection to what was done to help its owner. It is permissible to take a fee for the effort expended if it is outside the scope of work; otherwise, it is not permissible so as not to fall under the category of bribery.
