What should a menstruating woman do if she cannot complete her Umrah due to her travel arrangements outside the country and her inability to remain in Mecca until she becomes pure, and is it permissible for her to perform tawaf or prayer in this situation?

If a menstruating woman can take medication to stop menstruation without harm, she should do so. If the bleeding stops and the area becomes pure, she should perform 'Umrah. This is the view of the majority of jurists.

However, if it is impossible to stop the menstruation, or if doing so would cause harm, she has two options:

The first is to enter Makkah without ihram. If she becomes pure before her departure, she should return to the miqat and enter ihram. Otherwise, she returns without performing 'Umrah.

The second is to enter ihram for 'Umrah and perform Tawaf while still menstruating, after taking precautions. This is based on the view that purification is not a condition for the validity of Tawaf, but rather an obligation that is waived due to an excuse or compensated for with a dam (sacrificial offering). This is the view of the Hanafis, a narration from Ahmad, and was chosen by Sheikh al-Islam Ibn Taymiyyah for those with an excuse, without necessitating anything. This latter view is the preferred one in cases of extreme necessity and when it is impossible to remain in Makkah for purification, with the caveat that this is a concession for an excuse, and she must not remain in the mosque except for the Tawaf only.
