Does an expiatory oath become obligatory if I swear to a person to do something and they do not respond?

Whoever swears by Allah Almighty or by an attribute of His to someone else that he will do something, but then does not do it, or that he will not do it, but then does it, then expiation is incumbent upon the one who swore.
