What is the ruling on traveling to and residing in Germany, and do the hadiths and Quranic verses that prohibit living among disbelievers apply to it, knowing that I do not desire this, but it is the most likely option for family reunification, and knowing that the conditions set by Sheikh Ibn Uthaymeen - may Allah have mercy on him - are met?

If you are able to manifest the rituals of your religion in your wife's country and are secure from temptation, then there is no harm in you moving there and living in it. However, if you are unable to do so, or are not secure from temptation, then it is not permissible for you to reside there, because the soundness of religion takes precedence over the soundness of worldly life.
