Is it permissible to buy a cooker for a poor widow from charity money, and is a wicked woman forbidden from receiving charity?

It is permissible to buy a stove with charity money. However, if the money is from zakat (definition), then the recipient must first be given ownership of the money to buy whatever she wishes. But if she is not good at managing money, it is permissible to give her zakat in the form of necessary appliances, such as a stove. Immorality that does not lead one out of the fold of Islam is not a barrier to her eligibility for zakat, unless it is known that she will use it for sinful acts. It should be noted that giving zakat to someone who is not immoral is more preferable.
