If a girl cannot get married except by being provided with a dowry, it is permissible to provide her with a dowry from funds, in moderation and without extravagance. She should be given the money to buy what she needs. Your sister has a greater right to the zakat, according to the : "Charity given to the poor is a single charity, while charity given to a relative is two: a charity and a kinship tie."
