What are the conditions for piety (taqwa)?

The topic of Taqwa (piety/God-consciousness) has been discussed in previous fatwas. However, the meaning of "conditions of Taqwa" was not clear, and perhaps what is meant is its definition, which is: that you establish a shield between yourself and Allah's punishment by obeying His commands and refraining from His prohibitions.
