Does a divorce occur with the statement, "If you do not return home tomorrow after 1:30, then you are divorced," made with the intention of threat, and what is the ruling on the wife not returning, knowing that the judicial ruling affirmed the divorce based on the hadith, "Three matters whose seriousness is serious and whose jesting is serious," and on the wife leaving her home without my permission?

If the Sharia (definition) judge rules on a case, his ruling is not to be debated, because it resolves disputes in matters of ijtihad (definition) (independent reasoning). It is not to be overturned unless it violates a consensus (ijma'), a clear text from the Qur'an or Sunnah (definition), or a clear analogy (qiyas (definition)). It is not permissible to violate this ruling and consider the marriage to be still valid. The matter can be appealed to the court, or referred to a higher judicial authority.
