Considering Sheikh Muhammad bin Saleh Al-Uthaymeen's fatwa that the well-known time for Fajr is incorrect, and the testimony of the specialist committee that Umm Al-Qura's timing is 17 minutes earlier, and the competent authority's advancement of the iqama (call to start prayer) to fifteen minutes from the adhan (call to prayer), is it obligatory to abandon congregational prayer in mosques and limit oneself to praying at home, or to pray before the actual time of Fajr prayer?
