Is our method of praying Tarawih correct, and have we observed the Sunnah by doing so, knowing that we pray 'Isha', then 8 rak'ahs of Tarawih, then the Shafa' and Witr, then we return 40 minutes before Fajr to pray another 8 rak'ahs?
What you are doing with regard to Taraweeh prayers in the manner mentioned is in accordance with the Sunnah, and it is permissible to perform supererogatory prayers after that. If it is in congregation, it is called Ta'qib, and it is permissible according to most jurists. However, it is not called Fajr Taraweeh.
