Is it permissible to offer as a sacrifice a buffalo that has not completed two years of age, knowing that it is fat and has a lot of meat, and there is no ability to sell it?

The noble Hadith specifies the conditions for the sacrificial animal (Udhiyah), stating that it is not permissible except with a "musinnah," which is an animal that has reached two years of age and entered its third. This is based on the Prophet's (peace be upon him) saying: "Do not slaughter except a musinnah, but if that is difficult for you, then slaughter a jadha'ah (six-month-old lamb) from the sheep." The Prophet (peace be upon him) confirmed this in the Hadith of Abu Burdah ibn Niyar when he exceptionally and specifically permitted him to sacrifice a young sheep, without considering the quantity of its meat. Therefore, if the slaughtered animal has not reached the legal age, it is not considered an Udhiyah; rather, it is merely meat for slaughter, and the one who gives it as charity will receive the reward of charity.
