Is the repentance of one who abandons fasting in Ramadan accepted, out of his belief that Allah causes calamities, and must he utter the Two Testimonies anew?

Allah's testing of His servant with afflictions aims to expiate his sins, elevate his ranks, and remind him to return to Him, and it is one of Allah's numerous blessings. Calamities expiate sins and raise ranks, as mentioned in the Prophetic traditions. Whoever harbors ill thoughts about Allah or shows discontent with His decree must renew his Islam and strive in righteous deeds. He is not required to make up for the fasts he intentionally missed, because it is a worship tied to a specific time, and it is not accepted after its time has passed. Furthermore, repentance obliterates what preceded it of sins, and he should increase in righteous deeds.
