Is it permissible to perform Istikhara regarding two individuals, one of whom is religiously committed and the other is moderately committed, especially when there has been a vision and acceptance of the committed individual, but not of the other?

It is recommended to perform Salatul-Istikhara (the prayer for guidance) when choosing between two men, even if one is acceptable, committed, and better than the other. This is because Istikhara is recommended even in matters where goodness is apparent, as Imam An-Nawawi mentioned in his commentary on Sahih Muslim, based on Jabir's Hadith in Sahih Al-Bukhari, which states that the Prophet (peace and blessings be upon him) used to teach them Istikhara in all matters.
