Concealing testimony is forbidden if it leads to the loss of others' rights, based on Allah's words: "And uphold testimony for Allah," and the Prophet's (peace be upon him) saying: "Help your brother, whether he is an oppressor or oppressed."

However, this is not the case if the witness fears harm befalling him, his family, or his wealth, based on Allah's words: "Let no scribe be harmed or any witness," and his (peace be upon him) saying: "There should be no harm or reciprocating harm."
