What is the ruling on conducting an advertising exchange between a forum free of women's images and other forums that contain women's images?

If the intention is to place advertisements in a forum that contains pictures of women in exchange for them placing advertisements in the questioner's forum, then this is not permissible, due to the implicit approval of evil within it. What is obligatory is to denounce and abandon such websites, not to support them with advertisements that might encourage frequenting them. The Prophet, peace and blessings be upon him, said: "Whoever among you sees an evil, let him change it with his hand; if he cannot, then with his tongue; if he cannot, then with his heart—and that is the weakest of faith."
