How sound is the Hadith: "The questions have become numerous, so to whom shall we give? He (peace be upon him) said: 'To the one whose heart softens towards you'?"?

This hadith has not been mentioned with its chain of narration or judged by the scholars. Rather, Nasir al-Din al-Samarqandi mentioned it without a chain of narration in his book "Al-Multaqat fi al-Fatawa al-Hanafiyyah" when discussing a man preventing his sick wife from visiting her parents until she gifts him her mahr.
