Is it permissible to place a piece of cloth from front to back to cover the 'awrah when wearing the ihram for Hajj or 'Umrah?

If a man in a state of ihram wraps a cloth around his private parts to cover them, passing it between his thighs and tying it at his waist, this is considered one of the prohibitions of ihram, because it is in the same meaning as wearing trousers, which is forbidden by Islamic law.
