Has anyone ever held a view similar to Ibn Taymiyyah's, that repentance is obligatory for abandoning commanded good deeds, and is this correct?

Abandoning an obligation is a sin that necessitates sincere repentance; whether it is an act of the heart, such as fear and reliance on Allah, or an act of the limbs, such as prayer and fasting, or a financial obligation, such as zakat.
