Is zakat obligatory on a piece of agricultural land granted by the state if it is offered for sale but finds no demand due to its distance from the city?

Zakat (definition) is obligatory on real estate (land or house) if there was an intention to trade with it at the time of its acquisition. It is valued annually, and zakat is disbursed based on its market value if its value reaches the nisab (definition) by itself or by combining it with other assets. However, if the intention to trade was not present at the time of acquisition, but rather it was for exploitation, or for sale for consumption or replacement, then there is no zakat on it. This is based on the saying of the Prophet, peace and blessings be upon him: "The Messenger of Allah, peace and blessings be upon him, used to command us to pay zakat on what we prepared for sale."
