Is the wife entitled to the dowry, or a portion of it, if she refused intercourse after consummation of the marriage, claimed she was a "thayyib" (previously married) despite marrying as a virgin, and it became clear that she suffers from permanent urinary incontinence, bearing in mind that the marriage period did not exceed 23 days?

A wife's refusal to share her husband's bed constitutes nushuz (disobedience), which permits the husband to treat her harshly until she seeks khul' (divorce at the instance of the wife) from him and returns the mahr (dowry) he gave her. So, if the wife is disobedient, it is permissible for the husband to make things difficult for her and not divorce her until she ransoms herself from him.
