What is the interpretation of the Hadith: "If you see my Ummah fearing and not saying to the oppressor, 'You are an oppressor,' then take leave of them"?

The meaning of the Hadith is that the nation which fears the denunciation of evil to the oppressors, Allah abandons and neglects it. From this, it is inferred that abandoning the denunciation of evil is one of the causes of Allah's forsaking of the nation. Denouncing the evil of rulers with abusive language is forbidden if its harm extends to others; however, if the harm is feared only for oneself, it is permissible, rather, encouraged. This Hadith was narrated by Al-Hakim, Ahmad, and Al-Bazzar, and Al-Hakim authenticated its chain of narration, with Al-Dhahabi concurring.
