What is the authenticity of the statement that whoever says "I seek forgiveness from Allah for the believing men and believing women" 27 times before the Maghrib prayer will have their supplications answered?

This statement is narrated as a Hadith from the Prophet, peace and blessings be upon him, with the wording: "Whoever seeks forgiveness for believing men and believing women twenty-seven times every day, will be among those whose prayers are answered, and through whom the inhabitants of the earth are provided for." It was narrated by Al-Tabarani. Its chain of narration has been weakened due to the presence of Uthman ibn Abi Atikah, whom the majority of scholars weakened, and Al-Albani also weakened him.
