Is it permissible to perform ablution once for the night prayer (Qiyam al-Layl), knowing that my situation is similar to Fatwa no. 222997, and that wind (gas) exits frequently during ablution and before prayer?

If you are among those to whom the ruling of "Sahib al-Sils" (one who suffers from incontinence) applies, then it is permissible for you to perform ablution once for all of the Night Vigil ( al-Layl) prayers, and you are not required to perform ablution for every two rak'ahs. As reported from Sheikh Ibn Baz - may Allah have mercy on him - if a person suffering from urinary incontinence performs ablution for the time of 'Isha, it is permissible for him to pray 'Isha, Tarawih, and Qiyam al-Layl with a single ablution.
